Tax Representation for Foreign Property Owners

As a foreign national owning property in Japan, you are required to appoint a Tax Representative (納税管理人) to handle tax matters on your behalf with Japanese municipal and national authorities. MailMate can act as your Tax Representative, receiving and managing tax correspondence, notifying you when bills arrive, and processing payments through the app.

What a Tax Representative Does

Your Tax Representative liaises with local municipal offices to receive property tax notices (固定資産税) and other government correspondence on your behalf. When a tax bill arrives, you receive an automated notification and can simply log in and pay with a click. All correspondence is scanned and made available in your MailMate dashboard.

Switching to MailMate as Your Tax Representative

If you already have a Tax Representative in place — for example, a local notary or scrivener appointed at the time of purchase — you can switch to MailMate at any time. This will not affect property ownership or any existing legal arrangements. The change simply needs to be communicated to your municipality.

Switching before property closing: If you are in the process of purchasing a property and wish to appoint MailMate as your Tax Representative before the sale is finalised, this is possible with minimal notice. We can confirm directly with your real estate agent (in Japanese if needed) that we are providing this service, which is all that is typically required for the closing paperwork.

Splitting responsibilities: Some customers prefer to use a local judicial scrivener (司法書士) for the initial property registration and tax filing, and then transition tax representation to MailMate afterwards. This is a common and straightforward process we have supported many times.

Starting with Utilities First

You do not need to sign up for Tax Representation immediately. Many customers begin with our mail and utility management services and add Tax Representation later when it suits them. Acquisition tax notices, for example, are typically issued by local governments some months after the sale closes, so there is often time to plan.

How Tax Bills Are Handled

Once MailMate is your Tax Representative:
- Property tax bills and government notices are received at our address
- You receive an email notification when a new bill arrives
- Bills are scanned and visible in your dashboard
- You can pay directly from the app with a single click
